AGREEMENT BETWEEN EBU-AFFILIATED FEDERATIONS

In order to ensure medical protection, competent and safe refereeing, correct judging and generally as much safety as possible for all boxers involved, the undersigned EBU-Affiliated Federations agree herewith to observe the following standards:

GENERAL :

No EBU-Affiliated Federation will license a boxer nor an official who has been licensed before by another EBU-Affiliated Federation without the written authorization of that Federation (EBU-Championship Regulation, art. 15). All EBU-Affiliated Federations will apply the minimum medical standards set by the EBU-Medical Commission on all their licensed boxers. No EBU-Affiliated Federation will allow a boxer or an official to take part in a contest (in their home country or abroad) that does not fulfil the medical or federal requirements or is not under supervision of an EBU-Affiliated Federation, provided there is one in the country where the contest is scheduled to take place. No EBU-Affiliated Federation will allow a boxer, who is licensed by another EBU-Affiliated Federation, to box under its supervision without having checked his licence and his authorization to fight, issued by his licensing Federation. No EBU-Affiliated Federation will allow a boxer to take part in a contest from the EBU suspension list. All EBU-Affiliated Federations will inform the EBU-office within 10 working days of:

all results of contests held under their supervision. All results of their licensed boxers. All suspenderd boxers (full name, nationality, affiliated Federation, reason of suspension medical or federal, expiration date of suspension have to be indicated). The EBU-Office will keep up a suspension list.

MEDICAL STANDARDS:

No EBU-Affiliated Federation will allow a boxer to participate in a contest that has not respected at least the full 28 days rest after having been knocked out in his last contest. No EBU-Affiliated Federation will allow a boxer to participate in a contest that has not respected all other rest periods directed by order of any doctor of an EBU-Affiliated Federation and in co-operation with the boxer's licensing Federation for any other medical reason. All EBU-Affiliated Federations will apply the following same minimum medical standards on the yearly examinations (at least once a year) of their licensed boxers: Physical examination to include full explanation of any adverse medical history past or present; Urinalysis; MRI scan of the head or, if it is not possible, CT scan of the head; Blood tests for HIV and another venereal infections; Detailed examinations of the eyes by an ophthalmic optician or surgeon; Vaccination against Hepatitis B and C.

OFFICIALS FOR WORLD CHAMPIONSHIP CONTESTS:

3.1 The EBU-policy will be that for all World Championship contests taking place in Europe there must be at least two European Officials. This should be Referee and one Judge whenever possible. No Referee from outside Europe will be accepted if he comes from a State or Commission that will not accept a European Referee. No European Official will be accepted unless he is licensed by an EBU-Affiliated Federation.

INSURANCE

No EBU-Affiliated Federation will license a boxer nor authorize him to fight who has no insurance as a professional boxer for major injuries at home and abroad.

SANCTIONS

All EBU-Affiliated Federations agree that any queries regarding the present agreement may be submitted to the EBU-Council for decision, which is entitled to apply sanctions according to art. 19 of the EBU-Articles of Association. The Council decisions may be appealed to the Appeals Commission and all EBU-Affiliated Federations agree to this procedure.
